ThatPhoneCall.com is a free phone app where you choose a contact and enter a message. Then, a robotic voice will call them and read your message.
You can choose from a variety of voices to use, and optionally hide your caller ID so they don't know who's calling.

What about harassing calls?
ThatPhoneCall doesn't tolerate abuse and harassment. Inappropriate messages can result in a permanent block from the service. Furthermore, all ThePhoneCall activity is traceable and logged.
In cases where we feel that there is a legitimate threat to individuals or property, we may contact appropriate local, state, or national authorities, depending on the severity of the threat.
